The baby was born on January 13, 2012 without the essential parts needed for working and walking.
Speaking to journalists, Didda, said although the child had the deformities, the family was grateful to God, for every child is a blessing.
He further explained that the baby was delivered at home and that both child and mother were healthy.
He appealed to government and well-meaning individuals to come to their aid in order to cater for the child.
He said: “This is a gift from God, but it won’t be easy for us to raise Fatima because, without legs and hands, she needs special care and attention. We feel sorry for her but with the assistance from government and individual I know that she will live a good life.”
In a special appeal, the chairman of physically challenged community in Sakwa, Abdullahi Gindi, who is blind, said it was the duty of society to ensure that Fatima was not discriminated against as a result of her condition.
